Collaboration Needs
Due to the war unleashed by Azerbaijan on September 27, some territories of the Artsakh Republic, along with almost all available information about their populations, came under the control of the Azerbaijani Armed Forces.
As a result of this, the Hadrut region was in a catastrophic situation. No state, non-governmental organization, legal entity or person was able to retrieve any document, media or computer from the region. The entire archive of the region, all information about the real estate and movable property of the residents, and the entire database available in the district administration, community halls and other institutions remained in the region, completely out of the control of the Artsakh Republic.
Today, the government, philanthropists, and many charities are making a valiant effort to improve the lifestyle of our residents, to answer their questions accurately and fully, and to effectively solve the problems of the homeless by trying to provide a systemic solution to all these challenges. However, without a database, this is extremely difficult work and often pointless.
It is impossible and unrealistic to collect handwritten information about the property of almost 15,000 inhabitants of the Hadrut region on paper. The hadrut.am website was created to coordinate these information-gathering activities, as well as to provide accurate information about the population's lost property, which is required by the government. Some population data was collected online for about a month. All of this data is now stored in a number of excel files.
However, all of these efforts are highly inefficient because there are many files and the work with them is done in Armenia and in Artsakh independently of each other. There is no common work center and the information received by Armenia and Artsakh is not shared or corrected through any correspondence. This is why it has become necessary to create an internal program where these excel files will be available in a complete version, in one common domain, and the whole database will be available and more accessible to the relevant authorities. Changes in these documents will be systematic and it will be possible to add, remove, process, and analyze all collected information about the displaced population.
At the initial stage it is necessary to create a database structure and to integrate the data from all these excel files into one database.
In the second stage, all the existing data should be examined and the missing data should be collected online.
In the final stage, an internal local program must be created.
A team has been selected to create a unified system for solving the problems of Hadrut and other communities in Hadrut. The team consists of 3 people and is ready to act.
The members of the team are Karen Karapetyan, Suren Grigoryan and Slava Shakaryan.
Karen Karapetyan is responsible for the first and second stages of the program,
Suren Grigoryan and Slava Shakaryan are responsible for the third phase of the program.

They joined us to support developing Hadrut population database. They will help to set up initial architecture, database to store the data, backend application to support population management API, and simple admin dashboard.
