The Regional Center for Democracy and Security (RCDS) was founded in 2022 in response to Armenia’s defeat in the Second Karabakh War. We recognized that this defeat was not just the result of state failure or political incompetence—it was also a consequence of the lack of evidence-based knowledge and expertise about Armenia and its neighborhood.

In just three years, we have built a strong team of experts with unique experience across key areas affecting Armenia’s future. What makes us different is our ability to combine practical expertise with deep academic knowledge, creating an unparalleled analytical hub that has already made a real impact.

Our research and analysis have been widely cited by the international press, and at least three of our experts have contributed to or been quoted in major global outlets. In the wake of the ethnic cleansing of Nagorno-Karabakh, RCDS has actively worked to foster the integration of Artsakh Armenians in Armenia. We have welcomed two experts from Artsakh into our team, who have been instrumental in both security analysis and refugee support efforts.

When the U.S. Helsinki Commission sought expert testimony on Armenia’s democratic development and external threats at a September 2024 congressional hearing, RCDS was the only organization from Armenia invited to testify. This underscores the credibility and impact of our work on both national and international levels.
